I don't think your prematch offer is worthless. Regardless of duration, every state will give you temporary license to do the residency ( remember they are so many residents who already passed their 7 year limit but are doing residency and are unable to pass step 3).

You can choose any board like Delaware who does not have any time limitations.

There is some waiver system in placed which one can use to explain the reason of not taking the steps within 7 years period,but its not guranteed that board will accept your request.

You will have two choices after residency, either to pass your steps whichever was taken more than 7 years ago or get licence where there is no restriction of time.

Consider yourself luck as there are so many fmgs who are still strugging and are unable to get residency ( mine 7 year is over and I'm studying for step 3 now without getting any residency so far).
