URGENT...FCVS....Step3 application

Hi,
I am an IMG, new in this forum and willing to apply for step3.
Should I apply for FCVS simultaneously while applying for Step3?
What is the disadvantage / advantage if I refuse to apply it right now?
really confused....
any sincere reply will be appreciated.
