CONSEQUENCE OF FAILING STEP 3?

hello!i just got my results and did not clear the exam.i plan to take the step 3 exam only at a later date.i was wondering how this might effect my fellowship chances.i have been told that research publications and rol are more important for fellowships.is this true.any input would be appeciated.thank you.
