Yes - unfortunately that is true, you cannot retake the exam once passed. It is probably better to fail and then get a really high score on second attempt, then to just barely pass on first attempt.
Especially IMGs need to take this exam VERY SERIOUSLY, or else there is the chance to waste lots of effort, time and money.
The good news is, you can compensate a poor Step-1 by getting a really high Step-2 score. (US med students don't have that chance, they take the Step-2 after the application deadline for residency).
