I think it shoud be D.
I guess the major conflict is between B and D. For B, maybe GC pairing under high stringency is little more difficult or slower than AT, but it should never be inhibited. And for D, to me, it might be easy to confuse with hybridization, because the few mismatched bases will not hybridize with the gel-separated DNA fragment. They just have to be there since the rest of the matched bases hybridize. I think the real-world terms are more obscured than the textbook lanuage.
