Many states have the same rule. American graduates are considered to have medical experience for 2 years in the medical school, so they can apply after the internship (at least it used to be like that). IMGs have to have 3 years of residency. Majority of people apply during the 3rd year of residency and have the license ready by the time of graduation (a little later to be precise). It takes a long time for FCVS to process the paperwork, so it requires several months. This process has changed somewhat, so I don't know how long it takes now. In my case I had to apply for the initial license (NY) 6 months in advance. I received it some time in July-August after my 3rd year.
