It depends on his position at the program. Does he have any access to the PD? What kind? Is he interested in helping you or just using for the research? If it comes to worse he still would give you a LOR, otherwise it would be hard for him to get a next person. Good luck. Elena.
PS. I've known people who had to work for several years, but eventually got what they wanted. I've also known idiots who knew nothing, but worked with the right people and got accepted to programs that don't even take foreigners.
