I think they mean year of prelim, which is part of their requirements. You would apply to 2 sets of programs - first surgical preliminary, second Rad onc. If you are accepted in radiation they usually accept you in prelim as well, in fact large university programs have reserved prelim spots just for that purpose. the trick is getting accepted in radiology program, which is nearly impossible
