Evaluate the reasons why you were not successful and see if you can make adjustments. Many people can help you with identification of deficiencies and ajustments including myself
You just need better strategies and better application.
I encourage ou to have more US clinical experiences and get strong LOR from those experiences. LORs from 2006 sound a little old to me for 2008. This assessment is just based on the little info you gave for now.
