somebody medical assistant certificate,here?

Do I have to pay the fee registration for this year ,if I'm not working?
Right now I'm studing for my USMLE medical exams,and I don't have a job,so I'm not in practice as a MA.
If the next year ,I''l decide to take a job as a MA(if I don't match),my previous MA certficate will be available,if I didn't work until then?
