need help

I was in a past program a few years ago and resigned for personal reasons midyear. I was given credits for everything, as I was told. I've been applying, even to different specialties, but get nothing over the years. Even the scramble is fruitless. How can I get into a program now? What places should I apply to? I am ECFMG certified. Is it okay to try to call in a lawyer to help me?
