Yes. If you have a valid Indian license, all you have to do is take the written test. No road test. They know very well that if you can drive on Indian roads, you can drive in US blindfolded. I dont know about license from other countries. If you are applying in other states, you have to take road test but if you have a valid license from your country, they will issue a DL rather than a PDL (provisional driver`s license).
