Scanned documents, etc...

I sent in my LORs to ERAS by US post -regular mail a few weeks ago.
It takes 4 weeks to be scanned... Should I wait till they are scanned into the system before designating them to programs and applying? OR should I do that NOW, and it will automatically go when they are scanned? How does it work?

Also, If i'm waiting for my USMLE scores, should I send the transcript of my step1 and CS -what i have passed till now? or withhold it till I have passed all steps?

And on the form where it says "are you ECFMG certified?" i have to put NO for now, but can I change it later? Or is it permanent once you finish the Common application form (CAF)?
