Hi,
Programs can not get your MSPE until Nov.1st. So contact ECFMG about last date for submitting MSPE, so that it will be ready for Nov.1st. Or you can send your Dean's letter now and send your updated MSPE later.Either way i suggest you contact ECFMG.Hope it is helpful.
