Statement of Need-Candian (living in US over a year) -URGENT

One of the requirement for J1 is to obtain Statement of Need from last country of residence and for those who have been living in US on non-work visa (e.g H1b or TD or B1 etc),how do you approach getting statement of need from health Canada?

Is there anyone who got the statement of need from your last country of residence while have been living in US on non-immigrant visa?
