Unless the paper has been submitted and is back for minor reviews after which it will be accepted,it might be safer not to mention it.All it takes for the PD is to do a NCBI search for your paper and if it doesnt turn up(these days,net publications appear way earlier than physical journal publication),then your application will be thrown out.Best is to mention it in your CV that your work is pending publication and inform the programs the moment it gets published.
