I agree with pi3.14 on this one. Unfortunately, you can't read too much into these kinds of statements from programs, as in the end anything can happen. Even phone calls or perhaps "definitive" comments from them (e.g. "we plan to rank you highly") can't be relied upon. However, I certainly don't want to down play the correspondence you've received, as it's always better than the negative. :)
With that said, I do personally believe that a certain type or frequency of correspondence can at times be very optimistic. Though never binding, repeated contacts from the program to affirm your strength or "gauge" your interest can often mean they have heightened interest in you. This happened to me in the past where a program e-mailed and called frequently (including the PD and other faculty) to reassure me of their interest in me and the fact that I would be ranked highly. Though I ended up accepting a prematch position at another program, I had the "gut" feeling that I would have likely matched. But who knows!
Have you considered the possibility of suggesting a prematch spot with this program if it's one you're interested in? This can be a risky move, but when done tactfully can't hurt. I can attest to that!
Good luck!
