COS and J1 from home country dealt by different authorities?

Hello all,
Does the COS and J1 from home country are dealt by different US government agencies. Like I have heard of people dealing wih COS usually talk about USCIS and those with J1 from home country call Department of State for their status of J1. So if one who is applying for J1 from home country, he has nothing to do with USCIS.
Is ths how it works?
