can I use this LoR

I asked my previous boss to write a strong LoR for me and he said he is happy to write a letter for me. Now he said the letter is ready, but he suggest me to waiver to see it and he prefer to mail it from him directly to ERAS. I asked a copy of the letter in case I need it for scramble. But he did not give me any reponse. Because I can feel he dose not like me to see the letter, I am wondering if the letter is a strong recommendation and if I should use it.
Can anybody give me some suggestions?
