what's means of Offers preliminary positions?

Some 4 year radiology programs show on FREIDA that they offer preliminary position. Any one knows what this mean? Does it mean applicant only need to apply radiology and if accepted the hospital will arrange one year Trasitional? Or need to apply both trasitional year and radiology from a same hospital?
