You can paraticipate in scramble once you pass your ck exam and I feel it won't be a problem for you to get through as you are citizen. Last year many programs asked applicants to send their applications through ERAS.So it will be better if you keep all your documents ready and register in ERAS. I am not sure of how much time will it take to ERAS to upload your documents.Keep the fax machine and 2 phone lines ready.Hope this helps.
