If you passed the 3 steps of USMLE (step1, step2 ck and cs and step 3)
and you are subject to the 212 e rule because you receive your fund
from your government you can apply for statement of no objection
from your embassy and change your visa to H1B, if you are not subject
to 212 e rule, it will be easy to apply for a waiver for changing to H1B
visa. If you failed to get this waiver you have to return to your country
for a barier period of 2 years. If you want to start the program on J1
clinical visa not H1B it is enough for you to have completed only step1
and 2, but you have to return back to your country for a barrier period
of 12 months.
